The negotiation has been done for you with GSA (General Services Administration). The Federal Supply Service awards Federal Supply Schedule contracts through competitive procurement procedures. Over 50 schedules covering multiple commodities and services compete for the GSA schedule contract. The prices on GSA schedule contracts reflect the most favored customer (MFC). The 1122 Counter Drug Program is for purchasing equipment for counterdrug activities. It uses the same formulated discount as GSA.  Each state participating in the 1122 Program designates a State Point Of Contact (SPOC) to administer the state's activities under the program, by validating the counterdrug mission of each procurement request, and ensuring the availability of funds. To date, forty-five (45) states have elected to participate in the 1122 Program. The State Point of Contacts (SPOCs) are responsible for receiving all orders from state and local law enforcement entities, and for determining that the items will be used for counterdrug activities.
